Local authority approached you about waste reuse?

The Waste(Regulations)Scotland 2012 legislation should help scrapstores if local authorities take it on board for England in due course.
It says that we should look at all waste (C&I). and not burn anything with a value for preparation for re-use, which we all do, and recycling which some of us do. Coming into force 2104, so councils should get geared up to source separation? Bet they don't! Anyone got an inside on this step forward for canny Scots (too tight to let anything go waste).!!!
