Is it worth building an audience before launching a new project?

I'm getting ready to launch a small online project, but I'm unsure whether I should spend time growing my social media presence first or simply publish everything and hope people eventually find it. Did anyone here focus on building an audience before the launch, and if so, did it actually make a noticeable difference in engagement?

Consistency still matters the most, but visibility often needs an extra push at the beginning. Some creators combine quality content with promotional methods to attract initial attention.
