Blackburn scrapstore SAMS

Hi,I have just discovered this after watching superscrimpers! Can anyone tell me if the blackburn one is open to the public and how much is membership? If it is not open to the public how would I be able to get membership? I am looking into childminding and attend a local baby and toddler group who would love to benifit from scrapstore!
